Android, OpenGL ES 2.0, Panning functionality in GLSurfaceview

I am developing an android app similar to autocad app. I am able to draw lines, circles using a button click. The GL Surfaceview's default screen end coordinates are 1,1, & -1, -1.

I want to draw lines and circles in the 2,2, -2, 2, etc. for which I need to pan the surface. I want to know how I could accomplish the panning functionality in GLSurfaceview.
